The Students at Risk Programme is a subprogramme of the Stipendium Hungaricum Scholarship Programme and it is supervised by the Ministry of Foreign Affairs and Trade and managed by the Tempus Public Foundation. Its aim is to provide higher education scholarships supporting  the students in continuing their studies that they started in Ukraine and earning a bachelor’s, master’s or doctoral degree in Hungary. 

The Calls for Applications are now open for students fleeing the war in Ukraine. All applications shall be submitted through the online application system of Tempus Public Foundation until the application deadline.

Application deadline: 30 April 2022 – 23:59 CET 


The programme is available for Ukrainian and international students with Stipendium Hungaricum partner third-country citizenship who started their studies in Ukraine either as full-time or part-time students and who had a student status at any recognised Ukrainian higher education institutions on 24 February 2022

Start dates 

There are two different starting dates available. The applicants can decide whether they would like to start their studies in spring 2022 or choose to apply for studies starting in autumn 2022, therefore the Programme is suitable for both currently staying in Hungary and those who left but undertake to return to Hungary. 

Study fields, study programmes and host universities 

Applicants with Ukrainian citizenship can choose any study field and study programme offered in the Stipendium Hungaricum Scholarship Programme. Applicants with third-country citizenship can select study programmes offered in the Stipendium Hungaricum Programme in the field of Economic Science, Engineering Science, Computer Science and Information Technology, Natural Science, Agricultural Science and Medical and Health Science and they are eligible to apply for the Conductive Education study programme as well. Similarly, the applicants can apply to study at those Hungarian higher education institutions that are involved in the Stipendium Hungaricum Programme. The majority of study programmes are offered in the English language. The available study programmes and universities can be browsed in the online application system:
